Under the LCBO Warehousing for Open Listings Program, you cannot be authorized as an agent or registered as a supplying source until you hold an agreement with an authorized third-party logistics company. The listing is sitting there. You just cannot reach it on your own.

That agreement has to be with a warehouse the LCBO has already vetted and published, and the list is short. Authorization on its own is not enough either. Your 3PL still has to hold bonded and excise product, pick small mixed orders for customers who buy often and across a lot of addresses, and file your compliance data right the first time.
